Doug Extine is currently a Deputy Treasurer for the Office of the Washington State Treasurer. He has been a part of the Treasurer's investment program since 1990, first as the Local Government Investment Pool portfolio manager, and since 1998 as the Deputy Treasurer in charge of investments. The program currently has over $11 billion in state and local government funds under management. Doug has been with the state treasurer since 1987, where he first served as the senior finance officer in the debt management section.
Doug was elected to the Board of Directors of the Association of Public Treasurers of the U.S. and Canada in August 2008.
He has served on the Washington Municipal Treasurer's Association (WMTA) board since 2001 and was WMTA President in 2006 and 2007. He has served as chair of the Investment Policy Certification and the Education Committees. Doug also serves on the Education Committee of the Washington Finance Officers Association and has spoken on various investment topics at numerous conferences both in Washington State and nationally.
He graduated cum laude from Washington State University with a B.S. degree in wildlife biology (Phi Beta Kappa), received an M.S. degree in population ecology from the University of Central Florida and spent two years with a regents fellowship in the population genetics doctoral program at the University of California, Riverside.
